Agencia Catalana de l’Aigua
The Agencia Catalana de l’Aigua (ACA) is a public organisation attached to the Ministry of the Environment and Housing of the Government of Catalonia, with full authority over the water cycle in the inland basins of Catalonia.

With respect to the inland basins of Catalonia, the Catalan Water Agency has the following authority: to draw up and revise hydrological plans and projects and undertake their monitoring, to grant, administer and control hydro installations, to control the qualitative aspects of water and public water resources in general, to grant authorizations and concessions.

With respect to intercommunity basins, the Catalan Water Agency has the following authority: administration and control of hydro installations, policing of public water resources, undertaking of proceedings in regard to this resource, except entering into water agreements.

The Agency manages and plans the complete water cycle through an integrating vision for aquatic systems that keeps the balance of all ecosystems in mind. Water is undoubtedly a basic structural and functional element for both the environment and life itself. Its management must be compatible with the growing demands for stability, universal access and immediacy from the citizens of an advanced society, guaranteeing quality and good service.

The basic principle governing the policies and management of the water in Catalonia, according to the Water Framework Directive, is that of sustainability, defined by 4 important pillars: environmental, guaranteed, economic and social sustainability.
Metropolitan Water Services and Waste Treatment Authority
The Metropolitan Water Services and Waste Treatment Authority (EMSHTR), commonly known as the Barcelona Metropolitan Area Environmental Authority (EMA), is a local authority created under Catalan Law 7/1987 of 4 April. Law 7/1987, which set up the Environmental Authority, endows it with competencies in respect of hydraulic works and drinking water supply, sanitation and sewage systems, treatment and re-use of municipal waste, and co-ordination of the corresponding municipal.

Its territorial area includes 33 municipalities in the Barcelona Metropolitan area, covering 560 km2. Its population is 3,126,294 with an average density of 5,583 inhabitants/km²

The application of principles of sustainability to waste management and to water treatment is one of this priorities. This is why it seeks to ensure that the management of waste and water from the 33 metropolitan municipalities will foster its reuse.

Catalonia is the Spanish region where most of the industrial activity of the country is concentrated as well as economic and social dynamism which implies that different environmental problems are identified. Therefore, the solutions to adopt are complex and require a high investing effort and suitable management.
